Built on top
A layer 2 executes transactions somewhere cheaper and posts the result back to a base chain. The interesting question is never the throughput number — it is what exactly gets posted back, and how long it takes before it cannot be reversed.
Optimistic rollups assume the posted result is correct and leave a window for anyone to prove otherwise. Zero-knowledge rollups prove correctness up front, at the cost of much heavier computation. The difference shows up as a withdrawal delay measured in days versus minutes.
Sidechains are a third thing entirely: they have their own validators and inherit nothing from the base chain but a bridge. They are usually cheaper still, and the bridge is where the risk concentrates.
